Of note:

🔹Nearly 50% of programs said landlord cooperation was a significant challenge
🔹Most common issues: incomplete applications & staff capacity

Even though vast majority of programs require *tenants* to apply for assistance, over 90% of programs pay landlords directly.

So even if a tenant is totally eligible/approved for help... they can't get it, if landlord doesn't respond/arrange to receive that payment. @MyNews13
This finding from the report lines up w/ my reporting. It's a problem I've heard abt from tenants who apply to local programs (like @OrangeCoFL's #evictiondiversion): they may be eligible for help, but hit a wall when their landlords refuse to participate/accept funds. @MyNews13
Now that local/state programs are receiving more funds from latest #COVID19 relief pkg, @NLIHC & co recommend more *federal* guidance on tenant/landlord eligibility.

W/o more clarity, local program admins may feel need to impose more onerous requirements than actually necessary
