I don't know what the solution is, because without the state power to rewrite the rules the GOP has no incentive to give us control. It's a self-fulfilling prophecy. But cities like Indianapolis will never harness their potential without it.
Not sure it would make a difference but having a mayor whose gubernatorial ambitions didn't prevent them from taking on the state with a full head of steam would be one way to start. Maybe Joe has done this, I'm not sure..
