The thought experiment of making Miami the first "bitcoin city" is fascinating to think about. 

If I were  @FrancisSuarez, I would think about the near-term opportunity through the lens of storytelling: How can Miami help inspire the world about bitcoin? 

How? Spitballing:

1) Make Miami a haven for bitcoin builders. 

Make it tax advantageous for them to live and work in Miami. Offer free office space. Free meetup space. Whatever moves the needle. 

Offer to backstop open source devs from spurious legal attacks with city legal resources? Strong!

2) Make Miami a demonstration of a closed-loop bitcoin economy.

Offer incentives for local businesses to accept, and pay employees, BTC. Collect personal and corporate taxes in BTC.

Make it the default way the local economy functions, minimizing the need to ever “cash out”.

3) Have Miami show the world how “green” bitcoin can be.

Build and promote a city-run mining facility that is 100% renewable and helps stabilize the energy grid.

Help dispel the false narrative that bitcoin is wasteful.

4) Lead the way by forming a network with other world class cities that are like-minded.
 
Maybe create a “bitcoin passport” for any Miami resident working on bitcoin that grants that person special perks and privileges in bitcoin “sister cities”?

Buenos Aires? Lagos? Singapore?

Think global and make bitcoin power more & better trade between friendly cities in creative ways.

A temporary exchange program for bitcoin devs between cities? Friendly competitions? New types of cross-border transactions, like maybe M2M streaming value over LN? Who knows!

Cities should assert themselves as the innovation centers they are—which happen to directly influence our meatspace lives more than any other level of government. 

Bitcoin can help cities invent, trade and prosper faster.
