The 2014 Chiefs were the first team since 1964 to play a full 16-game szn w/ 0 TD passes to WRs. An ignorant mind (like me) would assume their OC wouldn't be fit to run a good passing offense. Doug Pederson won a Super Bowl with Nick Foles as HC of the Eagles three szns later.
Point - we all know nothing about being an NFL coach. Each team is run differently, no two OCs contribute the same way to their respective offenses. We all love pointing our finger at one person as a scapegoat to the issue, but we're only guessing ignorantly.
I laugh at folks who are pleading the Texans to hire David Culley despite plethora of respective given to him from Harbs and around the league. Begging them to take him off the Ravens hands like he's been such detriment to the passing game. You have 0 clue if he's the problem.
Same people roasting Culley for 'basic route combos' and a 'vanilla passing scheme' will also roast the front office for failing to invest in enough talent at the WR spot via Draft or FA.

You're shitting on a coach + shitting on the front for making the coach's job harder. WTF?
This passing game lacks variety and doesn't do the WRs many favors in helping to manufacture separation.

We cannot say that's all fully Cully's fault while also criticizing the Raven's team-building strategy for WRs AND w/o truly knowing his full influence on passing concepts.
I point fingers at Roman quite often because he runs the entire offense and calls the plays. But I also don't know enough to be certain that replacing him is the perfect answer. I'm wrong all the time.
What I do know is that as much as we grill these passing concepts, they were designed in the mindset that Lamar Jackson needs to improve as a passer. And that's the real problem that most of you won't say - the Ravens passing offense is not good because Lamar needs to grow.
2019 Lamar fiended the middle of the field - teams caught on and into the offseason goes the goal to improve Lamar outside the numbers, deep passing. 2020 comes around and although he had his moments on those types of passes, he didn't take the leap we would have hoped for.
Maybe Lamar wasn't ready for more complicated passing concepts. Maybe Roman's frustrating tendency to call a Lamar run on third and short vs. a quick pass is them sticking to Lamar's core strengths (it was hard to develop his passing this 2020 offseason, gotta remember that).
Too many variables to simply conclude "David Culley sucks because he didn't develop any WRs".

But if you consider a coach's role, FO's willingness to add weapons and growing development of a franchise QB...that should be enough to realize "lol idk what I'm talking about".
