In its first set of policy recommendations, #CCJPolicing advises lawmakers to ban chokeholds, prohibit or severely restrict no-knock warrants, and require officers to intervene when witnessing misconduct by peers and supervisors.
Today’s discussion has been introduced by @abgelb, is moderated by @NLVigne, and features speakers @deray, @MzTashante, & Sheriff Rosie Rivera of @SLCOMetroJail. #CCJPolicing
The #CCJPolicing task force assessed empirical evidence, described policy landscape, summarized data & descriptive research, and applied professional expertise to develop consensus-based recommendations.
One of their recommendations is to ban all neck restraints as inhumane. They are potentially harmful to individuals, erode community trust, and this ban will have an impact on police killings. In addition, agencies should adopt duty-to-intervene policies. #CCJPolicing
Implementation of these duty-to-intervene policies requires both accountability and recognition. It should also be accompanied by mandatory reporting as agencies address implicit biases. #CCJPolicing
The third of their recommendations is that both no-knock and quick-knock warrants should be prohibited or severely restricted. The dangers to occupants and officers outweigh any potential benefits. #CCJPolicing
“So much of the conversation focuses on police violence that results in death. Part of the work is to not only get the numbers down to zero, but that no one is harmed, in general,” says @deray. #CCJPolicing
“We have done more of these restrictions in the past 12-18 months than America has ever done in its history,” adds @deray highlighting the progress that has been made and the work that still needs to be done. #CCJPolicing
“Choke holds and any type of neck restraints are dangerous and if they are not properly training the officers… they will use them inappropriately. Without the proper training, these holds don’t work and we want to save lives.” - @SLCOMetroJail Sheriff Rosie Rivera #CCJPolicing
“From the community perspective, why do we even have to debate about whether it’s okay to choke a human being?! It’s inhumane.” - @MzTashante of @CSSJustice #CCJPolicing
"Law enforcement leaders set the tone for how things are done,” remarks @SLCOMetroJail Sheriff Rosie Rivera when discussing the importance of duty-to-intervene policies in policing. #CCJPolicing
“We overlook the impact of trauma and how trauma in the system directly impacts trauma in the streets.” - @MzTashante

We need to encourage a law enforcement culture that says if you see something, you speak up. #CCJPolicing
These ideas around speaking up when something is wrong are “common sense, not common place.” Clear, transparent rules that are adhered to and a shift in culture are needed. #CCJPolicing
“A lot of it has to go back to basic core values in what it means to be a human being” - @MzTashante

These #CCJPolicing recommendations lean in to basic human values that prioritize justice, equity, and transparency.
