For what it's worth I've been talking with EU diplomats: there is serious division on how the Commission is handling the vaccine row. Some, more bullish, member states want the commission to be aggressive; others are embarrassed & suspect the contract with AZ was junk.
More bullish MS like seeing the Commission acting aggressively in the EU interest; others suspect that the contract goes little beyond best effort and the Commission is retrospectively trying to turn the screws on AZ.
In both camps, there is a general sense of exacerbation this has exposed the shortcomings of things being handled at a Brussels level. Which will be part of conversation about the future of the EU (how does Brussels centrally coordinate and what power should Commission have)
