2/ You purported to address our question on outage but your response failed to answer the only thing actually being asked: you are applying a 5% "outage" allowance: but 5% of WHAT? In the hundreds of pages you have published you do not answer this key question. In the
3/ past you have been crystal clear: any provisions in a water demand assessment for (i) headroom, (ii) peaking and (iii) outage should be applied to "accounted for water" only - they should NOT be applied to total "distribution input" because they should not apply to (a) leakage
4/ and (b) any strategic industrial allowance.
