6/ OK, so who controls what can be searched in these systems? MDOT/MVA says that it is the Department of Public Safety, with the Maryland State Police being key.

7/ So: Maryland built a house. They put millions of people's data in that house. They told undocumented people: "Hey! Put your stuff in this house!"
