On 21 April 2020, Cyril Ramaphosa announced a R500 billion economic and social relief package which was aimed at cushioning the effects of the government's decision to place the country under lockdown. This is how it has been spent so far...
Firstly where it came from: R95 billion was collected through loans from the IMF (R73 billion); The BRICS Bank (R17 billion); and the African Development Bank (R5 billion)...
R130 billion would come from reprioritising the budgets of various departments and channeling the money towards maintaining the lockdown.
R200 billion came from a credit guarantee scheme
The rest of the money (~R65 billion) would come from the UIF and a loan from the World Bank, however, Treasury could not reach an agreement with the WB, and thus there has not been an announcement on that
2. R100 billion was to be set aside for "protection and creation of jobs". No one knows what this is about, there has never been any clarity on what this is about and how the government intends to carry it out
3. R70 billion would go towards income relief" (tax deferrals and holidays) to businesses with an annual turnover of less than R100 million

Outcome: Only about 5% of businesses have accessed the arrangement, as many don't have the requisite tax and finance departments to apply
4. R50 billion of the R500 billion was allocated to support poor households through food parcels, R350 grants and various increases on pre-existing grants for 6 months, this was later extended by a further 3 months in October...
In August, the R350 grant budget was increased by a further R6 billion and would now be paid to South Africans, asylum seekers, refugees, and special permit holders

By December, R13,5 billion had been paid out in R350 grants
5. R40 billion was set aside for the Temporary Employer/Employee Relief scheme (UIF payments)

According to Thulas Minister Nxesi, "as of October 9, since the beginning of lockdown, more than R49bn(?) had been disbursed in benefits in the form of more than 11 million payments"
R41m of TERS was paid to public servants who got their full salaries throughout the lockdown

R800 000 was paid to people who were dead, underaged, or in prison

By September 30, R120 million was paid to individuals who did not qualify for the scheme
6. R20 billion was set aside for the healthcare sector.

By mid-October, R10.5 of R15.6 billion worth of contracts in the Department of Health were under investigation, including cases of overpricing, under-delivery, companies with no VAT registration, false BBBEE entities etc
R20 billion was for municipal assistance to enable access to water, sanitation, and public transport sanitisation

By end of April, govt had procured 17000 JoJo tanks for over R300 million from the Oppenheimer family. Minister Sisulu announced govt would buy ALL the tanks in SA
Other funds alongside the R500 billion:
- R4.5 billion on deploying the army
- R230 million Tourism Relief Fund
- R513 million on SMME debt relief scheme
- R175 million to spaza shops which employ 2.6 million people & make up 5.2% of GDP
- R1.2 billion for farmers
