So thinking this out logically, with intentions focused on making the best story and dynamics, the first thing to do is remove Strong Guy because he sucks.
Boom Boom also can go, because she's kinda boring and one-note.
Polaris and Forge have books already.

Sunspot and Cannonball will be in the books regardless, so they don't need this.
So we're at four actual candidates - Armor, Banshee, Marrow, and Tempo.

Banshee's the first cut for me, though I actually think he's the best Hickman candidate - an older white dude with a checkered past is his catnip, but that means it wouldn't be stretching him and frankly the book has a ton of older white dudes already
Marrow goes next - she can be a fun character and visual, but nothing about her feels Hickman-y and I'd much rather her physical fighter slot go to the inevitable Arrako character like Isca or Bei.
That leaves Armor and Tempo.
Both are good candidates with interesting visuals and powers, but Armor feels like someone Hickman would use as a setpiece - think Groot in Secret Wars - while Tempo has powers exactly in Hickman's wheelhouse and is a blank slate he can build on.

I can genuinely see Tempo being built into a fan-favorite more than any of the other characters on this list- she has the lowest fanbase by far, I think - and it certainly doesn't hurt that she'd be a black X-Woman that's not Storm getting a top spot!
