The Ministry of Mines published the Draft Mineral (Auction) Amendment Rules on 21st Jan. The Draft rules proposes incentives for early start of production from auctioned blocks. The rules are open for public comments till Feb 5, 2021.
The Ministry of Mines claimed yesterday and in the Draft Rules that the draft is being shared for public comments as 'part of the pre-legislative' consultation policy. But the policy recommends a minimum period of 30 days. This draft is open for only 15 days!!
The ministry didn't read the pre-legislative consultation policy fully, it seems. So here we provide a screenshot of the policy with the bit on 'a 30-day public notice period' underlined.
Apolgies. The ministry published it on 23rd of Jan. See screenshot below. So the public doesn't even get 15 days. The public notice is of 13 days!!
