I have picked two states to illustrate my point. But I have not cherry picked.
AFAIK, every high-quality, peer-reviewed scientific paper statistically comparing actual death rates between jurisdictions has not shown them to be effective at saving lives.

Now of course, "absence of evidence of effect is not evidence of absence of effect." There is a lot of noise in these sample sets that epidemiologist have to filter out to try and find the signal.
That said, we are now a year into the pandemic and if the signal was there, I would expect it to have cut through the noise by now.
