It's understandable educators are frustrated with the legislature. The majority of schools are open full time and we have worked our tails off. Like usual, the state of Iowa is legislating ALL schools based off the choices of the largest district in the state.
Iowa schools should be able to have local control. If their community doesn't like the decisions then they need to advocate to local school boards and administration. Every public school district is different but we are ALL accountable to our local community.
Further, to say public EDU isn't competitive is laughable. With open enrollment school districts are competing all the time. We want to raise our achievement, we want to improve facilities, we want to hire better staff. If we are not successful, students will go next door.
If we are going to allow public funds go to private schools, then they need to do these things:

- Abide by Open Meeting Law
- Open financial records for public review
- Post salaries of staff
- Be accountable to the same standards as public schools
- Post student achievement
