Rough rule: once per issue, per cycle, per representative, (per channel if you want to really cover your bases). Otherwise we might get filtered out and cause numbness through over-saturation. Also, it is more impactful when you are the constituent of that representative.
Examples: write to the city council about the defunding the police budget three times a year, your state reps to eliminate outside arbritration for cops about once per yearly session, and your senators to pass M4A etc per bill sent to the floor.

More on Oregon state reps, OR citizens each have two: one in the Oregon House of Representatives and one in the Oregon Senate. Representatives in the House get two years terms, Senators six.
