Johnson: "we did everything we could"

Wave 1:
- no border controls
- gave up on test & trace
- locked down too late
- didn't protect care homes
- didn't provide enough PPE
- didn't use existing expertise
- ended lockdown too early
- outsourced test & trace
Summer:
- didn't aim for zero covid
- didn't fix test & trace
- didn't support self-isolation
- didn't scale up lab capacity
- didn't work with local authorities
- app that didn't work (twice)
- go back to the office
- eat out to help out
- no plan to reopen schools & unis safely
Wave 2:
- ineffective tier system
- ignored Sage's advice
- locked down too late (again)
- unlocked as cases were rising
- changed tiers twice in 2 days
- Christmas is on, no it's off
- ministers MIA as NHS struggled
- reopened schools .. for 1 day
- locked down too late (again)
