The mob which conducted Anti Sikh riots in 1984 was comprised of subaltern and Mμslim elements from outskirts of Delhi.
They were led by Congress (Indira) leaders.

If anything. Hindu neighbour protected Sikhs and many RSS members largely protected Sikhs during these riots. This fact was acknowledged by Sikh historian Khushwant Singh
