Governments already know how to do this. You have to go old school. Mailers or flyers. Local clinics. Advertise on BIPOC-owned media. Translate information.

It should be named that this is even more outrageous than usual disparities because Black, Indigenous, and Latino communities have been so much harder hit by the pandemic. Our essential workers are seen as disposable.
The barriers are SO HIGH for these online registration processes.
Most low-wealth BIPOC majorities communities don’t have high speed internet. Most BIPOC people utilize the internet on their phone. Many government-run websites are completely non-responsive for mobile.

And that’s ignoring the fact that you know when the registration is happening, and have the time to sit and wait in a sometimes hour-long queue.
To end this thread: LOCAL GOVERNMENTS ALREADY KNOW THIS STUFF. They utilize these techniques all the time. They know that online processes privilege white people.
And they are still choosing to do it this way.
