A968 changed only a few things from the existing law — one wording change, an addition of more time for appointments, an extension of the expiration date.
It also gave @NYGovCuomo NINE additional appointments.

The chair and 9 members appointed by @NYGovCuomo give him effective control.
This bill passed easily with a party vote — where everyone is assumed to vote with their party.
I had to call the Majority Leader in order to register my vote against the bill (with the Republicans).
