Cullen Commission will hear direct evidence from the first Great Canadian Gaming manager to face questions under oath today. Meanwhile, the president Rod Baker has announced he is stepping down. I repeatedly asked to interview him and Senator Larry Campbell, (w. no response)
Great Canadian Gaming black-jack dealer turned River Rock Casino GM Rick Duff testifying. We have previously heard he clashed with Big Circle Boys investigations expert Mike Hiller, Canadian authority on Chinese transnational gangsters such as Kwok Chung TAM and Peter PANG
And Chi Lop TSE and Paul King JIN.
We heard from GPEB investigators last week that the Triads became too powerful to investigate for ML in @BCLC casinos, especially River Rock Casino in Richmond.
"Every time we raised our limits we would get a significant shift in clientele," Duff says, "playing as to what they are used to playing in China and Las Vegas," Duff says of the Richmond. "In '97 we got a big influx of Asian clientele because of the taking over of Hong Kong."
Greg Del Bigio intervenes for Paul King JIN. I believe Del Bigio happens to be one of the BC counsels that successfully won a Fintrac loop-hole for Canadian lawyers? Any legal experts welcome to comment, this is my recollection. Greg is a prominent Vancouver lawyer.
Rick Duff says he did work with Muriel Labine, Labine alleged that a 'loan shark' known to casino employees, "Scarface' blew smoke in face of a dealer, she asked Duff to deal with it, and Duff said, "leave him alone he's dangerous." -- "I don't recall that specific incident."
"I do not recall saying specifically that, but I'm aware of the player." ... "players all had nicknames, this player had a scar on his face." "He was a player, he was one of our high rollers." Was he dangerous. "I'd say yeah, with the reputation, if would be naive not to think ..
he was dangerous ... just what Ms. Labine had been saying, that he was a loan shark, that he hung around dangerous people, things that I'd heard."
"I worked very close with Walter Soo" on the VIP rooms, "we would have dedicated VIP staff, whether they are playing at the Salon Prive at River Rock or Caesears In Las Vegas" we wanted them to have the same experience. Bets went from 1,000, 2500, 10000, 50,000, to 100k, Duff say
Was River Rock spending more to attract VIPs? 'Yes that's fair to say, VIP table games were so important, it was an item line on our budget, just for VIP play. It was bringing in over 50 per cent of the table revenue."
"River Rock was the leader (in VIP baccarat) but Starlight and Grand Villa built there own VIP systems to compete." Duff left River Rock in 2013.
Duff says VIP baccarat was primarily a cash business.
Did you consider how your VIPS would access cash? Duff: "The consideration of how they would get their cash was not really thought about ... (credit and cash alternatives) never discussed."
"Around Chinese new year, casinos may want to increase their bet limit" Duff says, and send requests to BCLC for approval. "And casinos decide what kind of risk they want to do."
