People are making a thing out of whether MDHHS "recommended" or "ordered" the UM athletics shutdown. I covered EPA for a long time and OSHA for a couple of years. If you do not follow the recommendations, and you harm someone, they go to court with a copy of the recommendations and say "Here are the recommendations they received from a scientific agency that they did not follow." MDHHS knows this. UM knows this. Nothing to see here.
