Recently our net zero report said these sorts of governance changes could be needed for the all-important task of managing links effectively across the net zero system. An ISO potentially well placed to consider links between generation/demand, transmission/distribution etc...
...And maybe also cross-sector links, such as with increasing demands from surface transport and heating of buildings?
