We said in our report on electricity networks last year that more coordination is needed, potentially through the ESO. Though we flagged the need for it to be independent (see very last para of the report!) https://www.nao.org.uk/wp-content/uploads/2020/01/Electricity-networks.pdf
Recently our net zero report said these sorts of governance changes could be needed for the all-important task of managing links effectively across the net zero system. An ISO potentially well placed to consider links between generation/demand, transmission/distribution etc...
...And maybe also cross-sector links, such as with increasing demands from surface transport and heating of buildings?
