Quick thread on Kickstart changes.
Good that govt is trying to speed up job creation. But important to remember what problem Kickstart is trying to fix, which is deep scars from long-term youth unemployment by intervening to create transitional jobs for most disadvantaged. https://twitter.com/ftukpolitics/status/1353493596440289281
This is why Kickstart has reqts for jobs to be additional, to provide extra support in work, to help the young person find a permanent job, and it's restricted to those at risk of long-term unemp.
£7k/ place means either the employer or a 'gateway' can make sure this all happens.
So having a 30 limit wasn't abt bureaucractic convenience, it was mainly to make sure that Kickstart can deliver all of that.
Removing the limit means either we need to expect a lot from often v small employers, or accept it won't (always) be about additional, transitional jobs.
There's clearly been huge problems with the gateway model (we are one of many end employers waiting for approval...) but abolishing gateways also cuts out swathes of colleges, local govt, voluntary orgs committed to helping employers and disadv young people to make Kickstart work
So Kickstart isn't intended as a straight hiring incentive for any job, which removing the limits tilts it a bit more towards being.
But - there arguably *is* a decent case for hiring incentives, but just not of £7k and only for young people!
In fact in our Budget submission...
... we've called for a £3k subsidy (as we did last April...) for taking on any long-term unemployed person. No ifs, buts or bureaucracy.
Then focus Kickstart on creating good quality, supportive, transitional jobs for those who can't secure subsidised or unsubsidised work.
Finally, as Youth Employment Group has been arguing (and per @Telegraph piece https://www.telegraph.co.uk/business/2021/01/24/call-extend-kickstart-scheme-young-jobless/) the *most important change* we need on Kickstart is to extend it past this year.
Last recession, long-term youth u/e peaked FIVE YEARS later. Far too soon to be winding down.
