Redemption arcs need to be less "it's never too late to do the right thing" and more "you're responsible for your actions and being good is something that you have to choose and actively work towards" because the former treats doing 1 good act as the entirety of the redemption
If there's no acknowledgment of a villain's actions, the effects they have on their victims + the victims being able to voice their feelings, the villain suffering the consequences of their actions, showing remorse, actively trying to do better, etc. it isn't a redemption arc
