Our touchstones include Red Jack from Friends at the Table, Discworld's Moist von Lipwig and Nanny Ogg, Radar O'Reilly from [MASH], and Sayaka Kanamori from Keep Your Hands Off Eizouken. Characters who are socially-savvy and pragmatic problem solvers, though in different ways.

Ben and I knew we wanted XP advancement to feel really different for the Quartermaster: rather than leveling up and expanding their skillset linearly, based on experience, they should grow by trading in favors and building a reputation.
Our solution was pretty simple: get rid of XP entirely.

Rather than marking playbook XP at the end of a session, you mark leverage. You can use leverage to buy playbook abilities or action points, but it lets you buy other things too: debts, items, and even literal successes.
The fun thing about leverage is that it makes both advancement much more flexible. Stuck in a tight spot? Sell off one of your playbook abilities and swap it out for another one mid-mission. Leverage lets you change up your moveset at *any* time.
The Quartermaster plays a bit like a farming minigame: you’re constantly juggling the immediate needs of your mission with potential investment in skills and abilities you want to take later. What can you afford to spend right now? What will pay dividends in the future?
Like all of the Rearguard playbooks, it's also intensely social. Your leverage is a way to protect your squadmates, and to help them protect their loved ones. The Quartermaster wants to say yes to as many people as possible.
