It takes money and care to build a national infrastructure that is flexible enough to respond to a crisis. There already was a crisis! People were already not getting care and going financially unsupported while desperately sick. That's the system this pandemic is ravaging.
This is the consequences of deciding that it was good and fine and natural that your disabled and sick neighbors could live with rationed care and in abject poverty that was killing them (and was designed to kill them). Now there's no social safety net for you.
