You won’t get all of it; money is short these days. But you will get none of it if you don’t ask. “I’m deciding between X and another institution that’s offering me more A and B” I would love to come study at X. Is there any way for you to match these aspects of Y’s package?”
“Is there a pool of funds that can be used to offset the considerable costs of moving to and finding housing in X.” A polite ask does not hurt you—and can really help. @Fobettarh
