Based on a survey among members, the SVP Bern demands stronger leadership from the party president, less opposition, and a more moderate tone in the internal communication. They want the party to over solutions and a clear strategy for the positioning of the party.
The statement, coming from one of the largest cantonal branches carries weight because:

1) it is based on the member's view. The bottom-up approach has always been important for the SVP and will be difficult to ignore - even if it is just from one cantonal branch so far.
2) the SVP Bern made these demands public, which underlines the urgency and puts pressure on the national leadership.

3) it demonstrates (again) the long-established differences in political views and conduct between the SVP's cantonal branches. Bern ≠ Zurich ≠ Geneva
4) it criticizes the fundamental and so far successful position of the SVP to be both, in the government and the opposition. The question is if the national party leaders agree with the members and what if they don't.
5) if this happens to be a general problem (and not just a Bernese one), the national leadership needs to have a strategy how to address it.
