I have been dragged by strangers and some of my followers for saying this, but here we go again since PhD program acceptances are rolling out:

(1) "fully funded" means different things everywhere

(2) you can negotiate funding packages

(3) peep this small thread
I am in the social sciences, and both are true.

DONT AT ME about 1 or 2 not being true.
Despite people coming for me for saying this last time, many others gave great advice.

Since we are in a pandemic, funding packages might look different, and negotiating might not be an option. I don't have much insight into how the pandemic has impacted funding packages for incoming students.

I did support grad students who negotiated as the pandemic began tho
If you have a mentor you trust, ask them to review the funding packed with you. This is important for many reasons. For example, some campuses might use "fully funded," but summers are not included, and you get your first check of the AY in October.
