In 2020 the Gates Foundation issued an RFP for bioinformatic methods of implementing sweeping molecular surveillance for malaria. Presumably the intention is to create a universal system of molecular surveillance applying, not just to HIV and malaria, but ultimately also to COVID and other infectious diseases. The end in view is a massive database allowing for securitization and criminalization of disease.

Genetic data collected via molecular disease surveillance could, and inevitably will, be used to order quarantines and other coercive enforcement schemes; restrict travel, employment, and immigration; and create a new class of public health offenders, criminalizing illness.
