I believe in January 2018 when this was published, they had not yet ratified the ADS-B exception for military (FAA Rule 14 cfr 91.225) but I will follow up on that exact date..
background on ADS-B: "provides more information: location, velocity, and airframe dimensions, and better enables real-time and historical flight tracking. Individuals—could track military aircraft with ADS-B technology, presenting risks to physical security and operation."
