1)If we turn our attention back to the month of May when thousands of protestors in Dallas came out to show their support for the Black Lives Matter movement and to decry police violence.
2)We would remember that these protestors were relentlessly tear gassed and harassed by the Dallas Police Department. The Dallas Police Department tear gassed the peaceful protestors and shot rubber bullets at them because of the orders presented to them by ex Chief Reneé Hall.
3) Chief Reneé Hall subsequently resigned in September and was recently replaced by Eddie Garcia from the San Jose Police Department.
4) Eddie Garcia's communique with NBCDFW revealed that he wants "better police-community relations and better communication with officers to reduce violent crime".
5)Now we have to remember that without the enormous BLM protests all across the US and the world this sort of a statement from a police officer in the US would not be possible and it is absolutely a testament to the strength of our struggle to end police terror.
6)But what we have to remember is these statements are essentially meaningless unless police accountability is upheld.
7)Councilman Lee Kleinman described Eddie Garcia as a "reformer" and made the following statement:
“I think that has great budget implications for the residents of Dallas. Instead of this just ongoing dumping of funds into an inefficient department, hopefully,...

8)"....he can find some efficiencies in that department. I know there are plenty of places for that. And keep the department budget under control while reducing crime”.
9) Although this statement seems positive there is no real mention of how the dumping of funds would be curtailed or of how the "police-community relations" would play out.
10) If it is a rehash of

11) A Civilian Police Accountability Council will be the best possible route to end police terror since it entails the following points:
>A directly-elected all-civilian council
>Final authority over police policy, oversight policy, and budget, including writing and reviewing
>A directly-elected all-civilian council
>Final authority over police policy, oversight policy, and budget, including writing and reviewing
12) >Full authority on disciplinary measures and legal recourse, including subpoena power and the convening of grand juries
13) >Hiring and firing power over the police chief or superintendent, all officers on the force, the head of any existing oversight or review boards and offices, and the members of those.
>Full access to all investigations by the oversight or review institutions

>Broaden the scope of investigations to include all allegations of misconduct, including sexual assault
