Here is a brief thread that focuses on two other Biden proposals – Child Tax Credit and EITC expansions – which disproportionately benefit rural areas. http://wapo.st/2Nl93xO 
In addition to expanding the maximum amounts, President Biden proposes to make the Child Tax Credit fully available or “refundable” for low-income children who receive less than the full amount today because their parents make two little money.
The policy component that makes the Child Tax Credit fully refundable will help 45 percent of children in rural areas, compared to 38 percent in metro areas. It also means these children and their families will be eligible to receive the increases in the maximum amounts.
A similar story applies to Biden’s proposed expansion of the EITC for adults not raising children in their home, who are largely excluded from the EITC today. The Biden proposal fixes this flaw and helps 23% of childless adults in rural areas, compared to 18% in metro areas.
