We ( @SMFthinktank @wpi_economics ) have worked on how the rest of that 5.2m could improve their resilience to flooding. A lot will rest on individual action (as it does to protect against, e.g. burglary) - but there are significant barriers to this ( https://www.smf.co.uk/wp-content/uploads/2018/03/SMF-Incentivising-household-action-on-flooding_web-14-03-2018.pdf )
