This isn't going to work. You could federate an independent England ... which IMHO a reasonable idea, but also England's business. But you won't succeed in creating a federation out of the British Nations. There are 2 poor options:

1. Bring in regional govt in England, putting Wales & Scotland on a par. Westminster becomes National Parliament. This fails badly to satisfy Scotland/SNP & has historically proven unpopular in England. It fails to address Wales' needs as the core-periphery model remains

2. Asymmetric federation btw Wales/Scot/NI/Eng in which all states have equal voting rights & veto. WM as National Parl. This is unworkable with a comparitively enormous England. They'd never accept it. Still fails to satisfy Scotland/SNP

3/
The only option which works is three Nation States and close cooperation through a British Council. It allows Scotland to join the EU, Wales to consider EFTA. We should aim for a CTA, health passporting, right to live and work and receive welfare etc.

4/
I think Welsh Labour need to be honest with themselves about the nature of the UK & the Tory party, of England's establishment and what is possible. Better to dissolve the UK and start again. We need a completely new constitution and economic model.
