This includes all documents issued under 18 USC §§ 203(d), 205(e), 207(c)(2)(C), (k), 208(b)(1), (3); 5 C.F.R. §§ 2634.201(g), 2634.205, 2635.204(d)(1)(ii), (g), (m)(1)(ii), 2635.502(d), 2635.503(c), 2636.307. And requests for Certificates of Divestiture 5 C.F.R. § 2634.1005.
It includes ethics agreements, certifications of ethics agreement compliance, recusal/screening arrangements, ethics pledges, ethics training records of Executive Schedule Levels I and II officials, qualified blind trusts, qualified diversified trusts, and § 1353 travel records.
There's no reason the public should have to file FOIA requests for these records and wait months/years for responses. True commitment to government ethics requires transparency. I hope the administration will make a downpayment on ethics reform by making this commitment.
In the wake of the Trump era, we now know the ethics program was always too weak. We must learn the lessons the past four years have taught. Going back to the way things were isn't enough. The ethics program needs to be strengthened -- and that begins by increasing transparency.
