For some perspective, when the steel industry started a national strike in 1959, unemployment in Pittsburgh alone spiked by ~100K workers. and at its peak, overall manufacturing employment in the Pittsburgh region reached over 380 workers early in the Korean War.
and I pick those two industries because they are symbolic of larger trends in Pittsburgh. Steel isn't all manufacturing for sure, but that one niche industry (NAICS 5417) is far from all of 'high tech' in Pittsburgh either. Here is same figure with one other industry added in:
