When people talk about gender inequity in the workplace, they’re usually discussing the pay gap or the lack of female CEOs.

But a Globe and Mail investigation shows that the wage gap is a symptom of a bigger problem.

Women’s careers are stalling out in mid-level management. The glass ceiling is well below the executive level. By almost every measure, Canadian women are outnumbered, outranked and out-earned.

Over two-and-a-half years, the Globe collected and analyzed the salary records of nearly 90,000 public-sector employees who work in the institutions that shape this country: cities, universities, provincial governments and government-owned corporations.

On average, men outnumbered women among six-figure earners, on executive teams, in management positions, and in the top job.

In most cases, they also earned more.

The Globe focused on the public sector because this is the only detailed salary data that is available in Canada.

And the experts who reviewed the findings of the investigation say it’s likely much worse in the private sector.

The Globe looked at the top 1 percentile of earners at each entity. Only 3 per cent of this entire group were BIPOC women.
Canada does not collect statistics on the number of individuals who don’t identify as a man or a woman, although a third gender will be added to the census this year. The experiences of non-binary, trans and two-spirit people in the workplace will be explored in future stories.
