Canada controlled membership till 1985. Then bill C31 came out and that’s still impacting “membership” issues on reserve today. Now @MarcMillerVM is saying that they’re trying to be “respectful of the membership issue” lol

Health is under the province except for First Nations who are federally funded healthcare recipients.

Canada also did not bring specialized services on reserve because this defeats their
Assimilationist agenda to get First Nations off reserve.

The problem is that Canada got caught discriminating against on/off reserve foster care so they tried to rush in Bill C92 to throw child family jurisdiction to the bands to avoid liability. That transition
Has not happened yet. Canada can still be sued.
So Canada keeps fighting these superfluous battles while trying to extricate themselves from the Indian problem.
