the replies to this are already interesting, because (a) even domestically Britain is a small empire, but (b) reasonably it's an English empire over the British isles, and (c) migrant communities often won't ID as English, bc nationalist more or less, but (d) will ID as British
This is making me think about the transformation of the British Empire into the Commonwealth, where territories Britain had previously colonised were reworked into a new "political association" of "equals" from 1920s, I think as part of Operation Legacy to retain soft power
