A leader cannot lead a divided team/nation. Its like trying to drive a car with two punctured wheels at full speed. It's a mess. That's why leaders first task is to find out existing internal problems and solve them ASAP.

But does solving few internal problems help? NO. So how to unite the people? What unites people is either a common purpose or common enemy. Leader must find out either a common and attractive purpose or a common enemy.
2. Leading by example.
What is better? A king who fights on the battleground or a king who orders only from his throne? You already know the answer. A king who gets involved in the groundwork makes foot soldiers excited and energized.

So, identify the most laborious work and do it once a while. It makes hardworking people feel good and makes them respect you. Also, it shows that you are a efficient person who can do both the smartwork (as a leader) and hardwork (as a teamplayer).
3. Kind but ruthless
People should respect you because of your kindness but should be afraid to disobey you. Reward those who have worked hard or smart enough. Make people applaud them in a meeting. It creates a healthy competition.

But punish those who even try to disobey you and teams schedule for no reason at all. Either remove them from the team or make them admit their mistakes in a general meeting. Punishing these type of people creates a unspoken discipline between the team.
4. Vision
Having a long term vision always gives upper hand to leader. Imagine if someone copies each one of your tactics and tries to complete your tasks on their own, what then?

Here comes the "vision" in play. They can copy you and execute some things better than you but they can't copy your vision. After completing your tasks, they will become BLANK. All that they will think is "what next?"
That's when you give them the next task/step towards completing your goal. It's like guiding the misguided, which creates a respectful feeling towards the leader. Also, next time people will listen to you more just because you have a better plan.
There are many more qualities but these are the only ones which I find "MUST HAVE" a leader should develop.
