From Sec. 1 "Affirmatively advancing equity, civil rights, racial justice, and equal opportunity is the responsibility of the whole of our Government."

We all must work towards equity to really deliver equity outcomes.
Also from Sec. 1 "Each agency must assess whether, and to what extent, its programs and policies perpetuate systemic barriers to opportunities and benefits for people of color and other underserved groups."

Need to know where we came from to know where we are going.
Sec 2. DEFINITIONS! DEFINITIONS! DEFINITIONS! Equity definition can improve but at least I know what they mean when they say the word.
Sec 3. While not an Office of Racial Equity the Domestic Policy Council will "coordinate efforts to embed equity principles, policies, and approaches across the Federal Government."

I still think they need an Office of Racial Equity.
From Sec 4. "The Director of the Office of Management and Budget shall study methods for assessing whether agency policies and actions create or exacerbate barriers to full and equal participation by all eligible individuals."
Sec 5.

Each agency shall conduct a review & report within 200 days on the following:
Barriers in accessing benefits in Fed programs, procurement & contracting opps
If new policies or regs are necessary to advance equity
Status and resources available for advancing civil rights
Sec 6. "The Federal Government should, consistent with applicable law, allocate resources to address the historic failure to invest sufficiently, justly, and equally in underserved communities, as well as individuals from those communities."
Sec 7. Promoting Equitable Delivery of Government Benefits and Equitable Opportunities.
Sec 8. "Agencies shall consult with members of communities that have been historically underrepresented in the Federal Government and underserved by, or subject to discrimination in, Federal policies and programs."
Sec 9. Federal datasets are not dissaggregated by key demographic variables. "This lack of data has cascading effects and impedes efforts to measure and advance equity."

Wish they included community stakeholders in the working group.
Your move @GavinNewsom If the fed gov can be this detailed about equity, there is no reason why CA can't too.

That is why we asked your task force to recommend establishing a Statewide Office of Racial Equity. It didn't happen then but it can now.
