The order also tells EPA/NHTSA to consider establishing new fuel economy standards for cars and light trucks by July 2021, and for DOE to consider setting new efficiency standards for appliances/equipment by mid-2021.
As for ANWR, the Biden administration can't simply revoke leases that have already been issued, but it says Trump's push to open the refuge may have had "legal deficiencies" and is asking Interior to consider doing a brand new environmental review while pausing further activity.
Also if I'm reading this part right, Biden is bringing back the Obama administration's 2016 guidance directing federal agencies to explicitly quantify climate impacts when they do their environmental reviews under NEPA. Hmm. The White House wants an "interim" estimate of the social cost of carbon (and methane and N2O) in the next 30 days. Which might mean doing the quick updates Carlton/Greenstone suggest here: https://bfi.uchicago.edu/working-paper/2021-04/ Then the White House wants a more detailed estimate by 2022.
Overall, this executive order mainly focuses on reversing a bunch of Trump moves and reinstating much of Obama's climate policy. (One notable exception: CO2 regs on power plants—there's nothing in here about that.) But fair to bet that more will follow, it is still day one…
