So, things we learned today.
When the head of state of a country is Catholic, he is no longer a private citizen.

Which means that bishops of a country (or even a bishops' conference) can't discuss "partnering" or "dialoguing" w/ a Catholic Head of State w/o the Vatican's Secretary of State getting involved. Because it's now political.
And not just national politics. International politics.

The Holy See wants good diplomatic relations with the United States of America, and thus, may "encourage" bishops of this country to go soft on certain issues... rather than risk political uncomfortableness.
We've seen this before.
