Card Fraud in JA:

So usually it starts out with them compromising a location.

If it's an ATM fraudsters try to aim for one facing a parking lot, outside of a building. This because they tend to sit and observe the location till they decide to remove the skimmer.
ATMs inside businesses wouldn't allow this as they're usually:

1. without a full enclosure so people can see if they're doing something strange.
2. People who loiter inside a store will most likely be reported to a police, especially if they're focused on an ATM.
They stay and watch the ATM so they know if someone finds the skimmer and alerts the authorities. they don't want to return without knowing they can remove it without being caught.
So, if by chance you're testing an ATM and notice it has a skimmer. Put it back, do not alert anyone else, call the fraud department of the bank responsible for the ATM.

This gives them a greater chance of catching the fraudsters. (they will literally wait at an ATM FOR DAYS)
Though the pandemic has allowed for masks to be common, many simply wore accepted forms of mask, i.e. bike helmets. Quite a few who have been in and out of prison for fraud don't care and just stroll in and throw a few middle fingers to the camera and take their money and go.
Few months in prison for pleading and a few million hidden away when they return. They genuinely do not care.
After getting the skimmer they don't always immediately go to cash out. They can move on to different locations and spend up to a month doing this. They tend to target pay week. They also tend to cash to close to midnight and at the opposite end of the island.
i.e. If you got skimmed in Mobay, they're gonna draw the cash in Kingston, etc.
Now, when it comes to POS machines....these are made possible by collusion. Remember that video that was circulating around of the man stealing the POS machine and replacing it with another?
If he gave them a compromised machine, someone there KNOWS it's compromised and are doing their best to make sure every customer swipes their card on it. Think about it, if they gave you machine that doesn't work at all every time you tried it, you wouldn't try it every time.
They would also report to the bank that the machine is not working and he can't sit and watch to make sure he retrieves his machine at the end of the day. They would be wondering why he's in their restaurant from morning till night.
A bit more information:
Whenever scammers start cashing out the fraud unit at a bank starts getting a lot of reports. Usually they can identify which locations have been compromised because of the reports.
So please DO NOT just give someone your card to draw a shit ton of money and think you can claim fraud. You'll lose out. They have to identify a point of compromise to suggest refunding you for any DEBIT card.
Also, "I gave John, my man, my card and pin number and he drew $50,000 more than he was suppose to" is a problem for the police. The bank advises you to keep your pin secure. You give that pin out and that person takes your money....you and police dat ennuh.
Meaning, they will not refund you a dime. You'll have to charge your man and get the police to recoup it somehow. Long story short. NEVER give out your pin.
Also, it is difficult to prosecute someone for skimming cards when they don't catch you red handed with the device. Many fraudsters know this.

So I BEG YOU. If by chance you do figure out who must have skimmed your card. Don't go running your mouth to them.
they'll ditch the device and hide their laptops/drives with card data and act bemused when the police come to search them.
