Agencies will"take appropriate action to address federal regulations and other executive actions taken during the last four years that were harmful to public health, damaging to the environment, unsupported by the best available science, or otherwise not in the national interest"
Special attention will be devoted to "revising vehicle fuel economy and emissions standards, methane emissions standards, and appliance and building efficiency standards".
Some of these rule changes could have potentially huge effects. Vehicles and buildings are the main sources of US greenhouse gas emissions. Methane is the second most powerful greenhouse gas, 84x bigger warming effect per molecule than carbon dioxide.
In particular, by instituting aggressive methane rules that target leaks from the fossil fuel industry, Biden could relatively easily cut methane emissions 70% by the time he leaves office.
