Rescinding the 2017 interior enforcement EO is huge. It ordered many anti-immigrant measures designed to empower ICE.

Notably, the language in the Biden fact sheet is vague enough that the new EO may contain the moratorium

- Legal immigration
- Border processing
- Expanding refugee numbers to 125,000
