It's time to acknowledge that Community Boards are not the only, or even the best, method of engaging with the community.
Scientifically rigorous studies have shown that attendees at community meetings are heavily skewed to homeowners and wealthier, whiter residents. Folks with shift-work, with young children, or just generally less ability to make it to community meetings are disenfranchised by CBs
There are also language access issues and currently issues with folks who do not have access to internet or devices. And of course many people are not even *aware* of what a community board is, not to mention when and how to attend meetings. Those people still matter.
There are many other methods to engage communities - on-street surveys, meeting them where they are, direct outreach, etc. Discussions at CBs are important, but we need to look holistically at various levels of community engagement to see what people think about issues.
The loudest voices in the room do not always represent the majority opinion.
