I am calling for Chief Justice Roberts to resign . . . in 2023.

In my new paper, Reform Through Resignation: Why Chief Justice Roberts Should Resign (in 2023), I argue that Roberts should resign after 18 years on the Court to establish de facto 18-year SCOTUS term limits.
My argument is that implementing term limits via constitutional amendment is highly unlikely and that statutory term limits are likely unconstitutional. This makes changed norms the most plausible way to implement Supreme Court term limits.
Chief Justice Roberts is uniquely positioned to establish a de facto term limit. He's the Chief. He's an institutionalist. He's in the ideological middle of the Court. He's respected by his peers. As I put it in the paper, he may well have the moxie to do it.
