2) i've never used this before, but you could boil it down to the rule of THREE Ns:
'N' #1: Numbers
no matter how amazing you think your idea is, are there sufficient numbers to support it. in short: who will buy it?
does person/event/team/city X have enough interested buyers

3) ONE BIG CAVEAT TO THIS:
since it's so easy to put out a PDF or e-book or even a POD title, there is nothing wrong with writing the definitive book on something/someone
with the goal of selling 100 or 500 to a dialed in audience
i encourage doing that, actually

if you love something from your past, chances are others will too
has anyone done the definitive history/interviews/research about it?
is there a giant fan base awaiting that idea?

5) 'N' #3: Nuance
is there a legendary athlete you want to write about?
has the bio been done? so what?

taking all of the above into consideration
