EPA's goal here was to enshrine this narrow interpretation of the CAA into law, preventing future EPA's from considering measures like shifting generation away from polluting plants to cleaner sources when setting standards (like the last EPA did in the Clean Power Plan). 2/
Ensuring this hamstrung view of how the power system works, how we decarbonize the grid, and how the CAA works, was a critical goal of everyone that challenged this rule in the courts, including @AEEnet. Huge win for the planet, advanced energy, and common sense today. 3/3
